Pattaya police are investigating a case of Pattaya public indecency after a viral video appeared to show a foreign couple having sex in the sea off Jomtien Beach. The footage has spread widely on Thai social media and triggered debate about public behavior in tourist destinations.

Video of Incident Sparks Online Debate
The case became public when Thai Facebook news page “Thun Pao” (named after the historical Chinese judge Bao Gong) posted a screenshot of the explicit clip on September 27. The page reported the couple engaged in sexual activity near the shore, in view of both Thai and foreign beachgoers.
The video was reportedly filmed at night, though the exact date and location remain unconfirmed. Witnesses were said to be less than 100 meters away. The man appeared to wear sunglasses while the woman faced away from the crowd.

Social Media Reaction
Thai netizens reacted strongly, leaving thousands of comments.
Examples included:
-
“We had just moved on from the sex on the moving pickup to see the sex in the sea. Amazing Thailand!”
-
“This happens on Jomtien Beach often. I’m getting used to it now.”
-
“This shows how weak Thai laws and officials are. Foreigners do whatever they want in Thailand.”
Many commenters demanded stricter enforcement of Pattaya public indecency laws, arguing that repeated incidents harm Pattaya’s image as a family-friendly destination.
Police Investigation Underway
Deputy Superintendent Arut Spanon of Mueang Pattaya Police Station confirmed to Channel 7 that police are reviewing the footage to verify the time and place. Once confirmed, officers plan to identify and question the couple involved.
Penalties for Public Indecency in Thailand
Public sexual acts violate Section 397 of Thailand’s Criminal Code, which covers behavior causing nuisance or offense.
Penalties include:
-
A fine of up to 5,000 baht (about USD 135)
-
Detention of up to one month
Police frequently warn that violations can lead to arrest, fines, and in some cases deportation for foreign offenders.
What Tourists Should Know
Authorities encourage visitors to respect Thai cultural norms and avoid public displays of sexual behavior. Popular tourist areas like Jomtien Beach attract families and domestic travelers, making public indecency incidents a source of public complaint and media attention.
