A video showing two foreign tourists engaging in a public sex act on a condominium balcony in Pattaya has drawn strong reactions from residents and local authorities. The incident occurred on October 15 at a condominium on Pattaya Second Road in Nong Prue, Bang Lamung district, Chon Buri province. The area is known for its mix of local residents, tourists, and nightlife venues.
Local media received a complaint along with a video clip showing a man and woman, whose nationalities are unknown, involved in a sexual act on a balcony of the building’s upper floors. The footage spread quickly online and prompted concern among residents.
Witnesses Condemn Behavior and Urge Action
A 31-year-old motorcycle taxi driver who witnessed the act said he saw the couple while waiting for a passenger around 2 p.m. opposite the condominium.
“At first, I thought they were only playing around,” he said. “Then it became obvious what they were doing. They didn’t care who was watching. People were shocked and some filmed it. This kind of behavior is not acceptable in a public place.”
He added that while Pattaya has long been known for its nightlife, this type of public behavior crosses a line. “It gives tourists the wrong idea about what’s acceptable here,” he said.

The footage has raised questions about how far the city should go in policing public behavior. Pattaya, once famous for its adult entertainment industry, has been working in recent years to promote a cleaner, more family-oriented image through tourism campaigns focused on beaches, festivals, and cultural attractions.
Police have been asked to investigate and consider penalties for public indecency. Local media outlet Matichon reported that officials may review CCTV footage from the condominium and nearby businesses to help identify the couple.
